Labor-management Communication

Internal Communication Channels
Compal respects employees' right to free expression and open communication. Through diverse and accessible communication and consultation mechanisms, the Company fosters positive labor-management relations and actively solicits employee feedback. Employee suggestions and concerns are handled confidentially, with timely responses provided and follow-up actions tracked to completion. In 2025, Compal's global employee communication channels, as summarized in the table below, received a total of 44,117 employee comments and suggestions.

Cases are sent to subordinate units for processing within 24 hours of being received then assigned to the dedicated unit for action. At the same time, we have also formulated the“Management Procedure Document for Protecting Whistleblowers and Putting an End to Fighting Against Protection” to protect complaints from the threat of retaliation in accordance with the procedure. Please refer to the Employee Code of Conduct, which regulates the whistle-blowing process and the protection of whistleblowers from retaliation.

Labor Relations and Collective Bargaining
◼ Freedom of Association

In accordance with the Ministry of Labor’s Regulations for Implementing Labor-Management Meetings and the Company’s internal Freedom of Association and Collective Bargaining Procedures, all Compal employees have the right to freely and voluntarily form and join associations, participate in collective bargaining and peaceful labor-management consultations, or choose not to participate in such activities.

In Taiwan, labor-management meetings are established in accordance with applicable regulations, and employees are represented through this mechanism rather than through labor unions. Labor unions have been established in China, Vietnam, Brazil, and Mexico. The union membership rate is calculated as follows:

◼ Union and Labor-Management Conferences

According to the “Procedure Governing Employees’ Freedom of Association and Rights to Collective Bargaining”, some plants have set up labor negotiation units and scheduling negotiation conferences, which are attended by representatives of labor and management to discuss labor disputes, employee welfare, collective contracts and other related matters. Some plants adopt regular audit and review, and e-mail to discuss matters, so there is no regular physical meeting.
